Any Seiko dealer ought to be able to either replace it or have it replaced.  You may also try some of the crystal polish that Oscar, Jacky and others use, depending on how deep the scratches are.

If  The Crystal is Acryllic the Crystal Clear Polish will fill the scratch easily...Looks pretty deep though if it is Mineral and although I have had some Luck using CC on Mineral it Takes a Ton of Coats to Fill a Scratch that is Very Deep..other than that HW ..like Ken said a Jeweler could replace it or You may want to check with OldeCrow one of our members who is the resident Seiko Repair Guy !...the polish is available at a few places like watchprince or pinnacle supply..I paid $20 for the Large 6oz. Jar  which will last  a LifeTime from Pinnacle Supply...I believe it is the same price at watchprince and many other dealers...Good Luck Buddy!... looks like a Nice Seiko There is a Large Dealers Link (for straps)That Mcwright put together in the Favorite Vendors area that has the addy's for these places I mentioned that carry Crystal Clear !
