Tony, I have been hit with the same thing too recently. I was the buyer. This happened as it is a new rule of Paypal which helps to protect buyers. BS I know but it is imposed.
The seller, which has LESS THAN 10 positive FEEDBACKS as a SELLER, called me and told me that he would not ship the item, worth $200+, to me when he did not get the fund inside his PAYPAL account. So I called him and based on trust, I was taking the risk actually, I told him to cancel and refund me the payment and I paid him via ordinary "SEND MONEY" way. So he got the fund and shipped the item to me.
In your case as the seller, I am afraid you have to ship the watch out to the buyer in order to get the fund. Remember to send with tracking number as a PROOF.
