I don't know for sure about the TWN but Taiwan was my guess as well!

Plastic is a lot easier than metal!
One less ring groove to add to the inside of the case and two less screws and clamps to install.
If the plastic ring is made out of good materials it will last as long and work as well as a metal one. The one in the scuba fit nice and tight.
