I correct my note Oscar: The 60% of Swissness would be the minimum implemented over the whole Swiss industry: Higher percentage rates could then be claimed further. From there, the federation of Swiss watch industry will ask 80% of Swissness on the mechanical watches. The quartz watches would hold on 60%. This is a firm project the FH(Fed.S.W.Ind.) has and they intend to push it through over time. As said earlier in another thread, I had the personal confirmation from MrPasche who's the president of the federation of the Swiss watch industry. I asked him precisions on my WIS behalf and the forum: The mail is in French so I didn't feel the need to copy it here... It is not won yet as the second parliament chamber has to pronounce itself on the matter but if it's implemented out through, the 80% law will be the guillotine for many in the watch industry.
