My father and I had similar issues once with his dishwasher. We were able to epoxy the mounting brackets directly to the underside of the countertop. (the brackets could be removed from the dishwasher, but I don't know what will happen if he needs a new one) We used plastic shims under the unit to keep things tight while it set up.
