I simply dipped sec hand into pint of blue house paint I had laying around,  blew off excess paint with straw... remaining paint was smooth and allowed to dry for 20 min. Reinstalled hand.

Does the paint now effectively kill the lume on the second hand?  I like different colored hands but a non lumed second hand is a deal killer for me.
